"IF THERE is a smoking gun in the Gulf Coast wreckage, it is the hurricane warning issued by the New Orleans office of the US National Weather Service soon after 10am on August 28, the eve of Katrina’s arrival. "

Anyone who took that warning seriously should have left immediately and gotten far away. As far as gov't wouldn't it be a local and state matter to help coordinate evacuation of those who needed assistance prior to the storm? If one good thing comes from this next time a dangerous CAT 4 or 5 is bearing down on an area many more will evacuate and lives will be saved.
