choosie~

i just checked this site and there seem to be links relating to animal rescue in the hurricane area. there's a link to some blog for recuers, etc... so this might be a good place to start.
petfinder.org

in fact, this is one of the links they have posted which goes to a blog for the Louisiana Animal Control Association. They're looking for rescue people, so i imagine they might be coordinating rescues of animals known to be in buildings, etc...
lacanews.blogspot.com

good luck!

PM me to tell me what part of town your friend's house is in. I know someone in the Carrollton area who remained behind with their own pets. Also, my brother is near the French Quarter for a short time.

It's possible they are too overwhelmed to make a detour but maybe can make a suggestion.
