I believe the Feds have been so active via the Army Corps of Engineers up and down that river that they an interest and responsibilty for the levees.

I fail to see how keeping flood waters out of NO helps keep the river navigable. In fact flooding the city may help prevent floods elsewhere. The Corp is often funded by the State and local government, in many cases they do studies and ask the State for funds, often split between the Federal Government.

What I am getting at is that the Federal Government funding is part of the problem, not the solution. If the State and local governments fund all of it they will be accountable and less likely to waste it.
