This is just the type of thing New Mexico Governor Bill Richardson was talking about when he said the real problem was red tape, not any one single person:

Meanwhile, an airlift to take some Katrina refugees from overburdened Texas to other states was at a standstill Tuesday after FEMA took over the operation.

BTW, in his remarks Richardson also said New Mexico had made preparations to take 6,000 but FEMA told him only 500 were being sent there. (And for those wondering, no, his comment wasn't a dig at anyone, he was just relaying what they were prepared for and what was actually happening.)

After reading that story, it seems to me that they should take New Mexico up on the offer.
