I think it could be a good idea but it will probably be totally abused like every other goverment program

It is just another form of welfare.

From a prior post you mentioned the outpouring of public corporate support.

I read one woman say, she had received so much in the way of aid, from strangers, that she and her children were taken care of for a long time.

This is where the compassion and help comes from, the private sector, not the government.
