I think these guys (officials at the Dome) realized very quickly, after all the refusals to move to the cruise ships, that they had a problem on their hands -- that the evacuees could very easily be seen taking up semi-permanent residence in the dome.

I was shocked that they were shutting it down so quickly. But it is probably the smart thing to do; I had really wondered what kinds of problems they would be facing after the shelter had been open for a couple weeks.
