Talk to the Governor. The Governor didn't release school buses to evacuate New Orleans till the 1st or 2nd of September. As far as I know, the Governor still hasn't ordered the mandatory evacuation of New Orleans - nor has ordered the National Guard to enforce a mandatory evacuation.

Notice, that is the Louisiana State Homeland Security Department, not the Federal Department.

I lost a house during Hurricane Andrew, and I can tell you that FEMA doesn't cover most of what these people are asking from it. Mostly it covers homeowners who did not have sufficient insurance, and most of that in the form of a loan. There is a small amount of money they can hand out to those who can prove they are on welfare or unemployment, but it is not that much. Most of the aid these people are asking for come from private charities, and these people have not yet found out about that. Red Cross is mostly just food, water, and medical. During hurricane Andrew lots of people wasted lots of time trying to get money from the Red Cross, FEMA, and Florida agencies, only to find out that they could get everything they wanted by claiming loss of use on their homeowners policy.
