Yes, the Mayor opened up the Superdome for those who could not leave New Orleans.

So why was the Governor undercutting the Mayor? The Mayor says mandatory evacuation, the Governor says no. The Mayor complains about the suffering of survivors (people dying on freeway overpasses and Convention Center from lack of first aid, food and water) in New Orleans, at the same time the Governor refuses to let the Red Cross into New Orleans.
