The neocons are always opportunistic.

Leo Strauss taught that any crisis was a chance to remake situations in your own image during the chaos. After all, there is little to lose, New Orleans was Democratic so any change has the chance to change that. Too often the neocons have used this mentality to make bold but stupid steps into the unknown and turn a problem into a disaster, but that doesn't stop them from trying again.
