The brain drain could be attributed to: They got tired of talking to the empty suit Bush, or Bush got rid of them because they "wasn't speakin' English." Even so, it doesn't take a rocket scientist to coordinate relief efforts if that's a person's job! If I knew what the operating procedure was, I could have and would have done it.
