Several reasons. It is taxpayer money, after all. Accountability is one of the reasons it should be checked, IMO. Basics for family, and not TV's, booze, cigs, etc are not basic building blocks for a new start in life.

If we were smart enough to ask for SS#, we would know if a person were living or dead.

And by asking for names and SS#'s, we might be able to prevent scams, or people collecting as many of these as they could.

Can you imagine what crooks would do with these left unchecked, and a free lunch?

And since it is Government Taxpayer money, who in the heck cares if it "violates some privacy laws...."?????

If there are no controls on these, there will be people coming into the areas with their hands out from every part of the country, AND the world in many cases....
