The only way I can see that we could do is have EACH State Gov and EACH Mayor of towns in the State sign an "advance permission" for the Feds to come right in and take over agreed upon tasks to be done. Time wouldn't have been wasted if an advance agreement was already in place.

Remember, Bush called the Mayor and the Governor of LA BEFORE the hurricane hit, and proposed the Feds come in....She said, and I quote "I have to think about it for 24 hours".....
