Given the magnitude of the disaster, local and state government were always going to "fail" and FEMA was always going to be too slow. But the thing is, that local government didn't even try. They didn't declare mandatory evacuation until less than 24 hours before ETA, they didn't have an evacuation plan or a shelter system beyond 'every man for himself, and devil take the hindmost'.

If they had used all available buses (school, city and Greyhound) to bus people to a shelter system north of the city, they would still be plucking the stay-behinds off of roofs, but the story would be different, at least.

I thought Krauthammer summed it up well, as usual.
