And that is where character comes into play. Obviously Nagin & Blanco screwed up big time, and I have posted my opinions on them more than once here.

But now this 'Brownie' thing points up to a larger problem than just character in the administration, starting back with 'Uranium from Africa' and Colin Powell holding up his little vial of baby powder at the United Nations, oh no, anthrax.
