Wrong. When FEMA knows a Cat 5 hurricane is coming days in advance, they ARE a first responder.

Even if true, what of it? Some of FEMA's responsibilities includes providing support to the first responders. The mayor and governor did quite a bit, they had enough MREs and water for 72 hours in the Superdome. Because requested National Guard never showed, they didn't provide security. A good argument could be made that they should have taken some of the few Guard and put them in the Superdome, but I guess they figured rescuing people was more important. And yes, they should have had supplies in the Convention Center. They messed that one up.
