BUSH'S OWN PLAN: The 2004 National Response Plan explicitly states that, at times of

any natural or manmade incident, including terrorism, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the population, infrastructure, environment, economy, national morale, and/or government functions,

the federal government pre-empts local and state government in its responsibility to act quickly. After 9/11, the administration wisely dispensed with the formalities of deferring to local authorities (which, of course, in this case had already issued a state of emergency as early as August 26). The attempt by the spinners to blame this on the obviously overwhelmed and incompetent local authorities, doesn't fit with the Bush administration's own rules. Proof positive can be read here. The 'M' in FEMA stands for 'management'. They don't have the personnel, but they have wide powers to call for and deploy personnel from other areas. Difficult concept for you I know...

A few basic facts will help to detox the political environment:
(1) FEMA is not an agency of first responders. It is not the agency responsible for bringing people bottles of water and trays of fresh food, or transporting them out of harm's way. It also has zero law enforcement authority, or personnel.
These first-responder jobs are the responsibility of local and state government -- city police and firemen, city transportation and emergency services personnel, state police, and ultimately the state National Guard.
FEMA has always been primarily a federal financing agency, providing funding to the locals after the crisis hits to help them respond and rebuild. That is why FEMA's Web site baldly states don't expect them to show up with their aid until three or four days after the disaster strikes.


Ever worked a disaster dude? I doubt it. If you had, you would know this guy is full of horse puckey. The feds are first responders because they can. What disaster relief program would put the locals as first responders when they may well be under 10' of water. Even a kid knows that.

Stupid is as stupid as does! The rest of his article goes from bad to worse.
