That is wrong. The state Department of Homeland Security did that. Who, for what it is worth, is supposed to work closely with the federal DoHS. While it might turn out that the governor told her DoHS to say that, it isn't clear that she did. It is just as likely, even more likely, that the federal DoHS told them to do that. It would be consistent with many, many other actions taken by FEMA.
