I think the question is whether for a job like head of FEMA a director should be required to have specific, proven experience that would lead one to believe he is capable of handling the coordination and crisis management likely to occur in his tenure.

Mr. Brown may be a fine man, but his carreer path before joining FEMA would not lead to that conclusion. Especially when compared to Mr. Witt's. Had he had a number of years of experience he could have weathered this criticism much more easily even with exactly the same performance.
