Like I said... they haven't had communications, or computers, or electricity, or showers, etc., etc.

During hurricane Andrew we used the old but true one potato two potato method. With people not raised on a welfare state you would be surprised at how many can remember to count and do long addition.

But in Miami the Cuban American's and even the white and black American's were competent.
