Where? Link? Considering that it is a documented fact that Bush has cut the budget for levee work every year he could, that is a logical disconnect. In fact, last year was the first year that there was no maintenance on the levees in 37 years. The 17th Street Canal levee, the one with the biggest breach, had the delayed maintenance done this year and was almost completed. So it hadn't had time to settle, nor was it armored with rock and concrete like they regularly do...
