Perhaps....But how else can the Feds come in UNLESS the State gives them permission early enough so that people can be assembled (troops, equipment, machines, supplies, meds, food, water) and all the other things needed to be sent to wherever in the US that needs the help. Those types of logistics MUST be thought of in advance, and even then, it still takes time. Unless we have huge stockpiles stored, ready to pick off the shelf. And even then, we need time to get things to the afflicted areas.

What would you suggest?
