Consumer Reports wrote a scathing piece in the last issue about overrating gas mileage by the EPA -- 30 to 50% exaggeration is common. They don't lie, of course -- they leave that to other agencies. They have a flawed test method. For example, they allow manufacturers to submit and fine tune a car. They have an atypical mix of city/hwy driving (55/45 rather than the average in the US of 62/38). Hybrids for the most part have the worst exaggeration. As they point out, the automakers love the distortions -- they keep up their "standards" and deceive the public, too. They would look truly awful right now with realistic numbers on the lot.
