The environmental impact of MTBE is horrible. If memory serves me a patent was issued and refiners have to pay for the privilege of using a dangerous toxic chemical. It was however easier to manufacture locally, and incurred a lower transportation cost. Industry got hood winked.

There is a whole ethanol lobby that wants consumers to use ethanol in place of gasoline. It appears that ethanol is a negative energy producer.
