While the Bush administration is sure to get most of the heat for cuts in proposed expenditures to maintain and upgrade New Orleans flood control system, the Clinton administration repeatedly cut congressional allocations for the projects and the recommendations on spending by the Army Corps of Engineers.
10 years ago, the Clinton administration cut 98 flood control projects, including one in New Orleans, saying such efforts should be local projects, not national.
A $120 million hurricane project, approved and financed annually from 1965 was killed by the Clinton administration after being approved by the Army Corps of Engineers. It was designed to protect more than 140,000 West Bank residents east of the Harvey Canal.


If your partisan tormented brain was thinking clearly, you would see how ridiculous you sound.......and btw, the same memo you posted is being passed around ONLY by all the right wingnut web sites and blogs........all ten or twenty of them.

You say that Clinton slashed spending for flood control. I say so what? Presidents slash budget items all the time. That's not the issue here. Clinton slashed spending on levees because he was trying to bring spending in line with revenues........and he was successful at it btw. Bush was slashing spending because he wanted to have a war and give the rich a tax cut all while the country was in a recession. And forget about the budget breaking even.......the deficit as a percent of GDP has grown faster under Bush than at any other time since WW II except for the Reagan years........which just pisses me off to know end because the GOP has trumpeted from the highest hill tops for years that they are the party of fiscal responsibility. Of course, important info like that is of no concern to a gop party boy who will do or say anything that benefits his president and to hell with the country.

Now the bigger issue is why were the levees not built to withstand CAT 5 hurricanes. The Army Corp of Engineers determined in their infinite wisdom that the probability of a CAT 5 hurricane hitting NO was .05%. Apparently, that probability grows to near 100% when the hurricane is a CAT 4 because that's what hit NO last week. Thousands of lives and billions of dollars were gambled by the Army Corp of Engineers on behalf of the US and subsequently, lost.

Why no screams of outrage from you, party boy? The Corp of Army Engineers screwed up the levees and Bush screwed up the relief effort.........the perfect storm of a corrupted and inept gov't doing its worse. And the Gulf coast, particularly NO, paid for it in spades. Not to worry, you will be hearing screams of outrage from the rest of us and if there is a GOP party left when its all said and done consider yourself fortunate.
