Yes, many levels. I think that when the multi-levels are in the same organization that the controls are often redundant or useless. It's likely that the authorities have not been delegated far enough down in the organization or that the superior levels are using approval authority when all they really need is notification. That's hard to overcome, human nature being what it is and organizations tending toward being too tall.

When the multi-levels are in different "collaborating" organizations, sometimes the only way to assure notification is to be in the chop sequence. Perfect breeding ground for red tape.

As you say, they must exercise the mandated controls while I would not be expected to if I commandeered one in an emergency (as some young man did last week).

Which illustrates the value of that old saw about it being easier to ask for forgiveness than permission. It also illustrates the value of letting a thousand flowers bloom. Both of which contradict the desirability of have the big, bad government control things.
