Still... there is no doubt that a high enough threshold would net far fewer 'fish'.

Indeed, a high enough threshold would result in vanishingly small numbers who would have to arrange their affairs in any particular way so as to escape the tax.

(You will see though that *neither* of these states of affairs are what I would recommend for our country if I could start our tax policy out with a clean sheet of paper. I would, if given my druthers, start out with *no* loopholes or special preference items, and a single rate for incomes... *regardless* of source.)
