And should the feds have that power?

I was thinking briefly about that earlier this morning. It seems to me that citizens ought to have the power to go around their local governments and make an appeal. I don't know how that would work in practice but it seems to me that their could be some sort of hotline and if enough reliable people requested it, the feds could use that as a basis for taking action.
