I don't think we'll see "Brownie" at another disaster for however long he remains at FEMA. The chimp can't fire him, because Brownie's incompetence cost LIVES in NO, and firing him would make it seem like HIRING him was a mistake on the chimp's part, making him co-responsible for the loss of LIVES in NO. So, this is one mistake the chimp aboslutely, positively cannot admit! Karl's explained all this to him...

Too bad we're not Japanese. Brown and the chimp would both be obligated to commit hari-kiri.
