I think part of the "problem" is the lack of a common value system between "States". Oh, I know you all believe in apple pie and country--but (lets tell it like it is)--the States disagree on almost everything else.

Canada uses various formulae in order to make health costs equitable between provinces. Admittedly, this too is an ongoing battle as various levels of self interest from the provincial level on down through cities, etc. make their voices heard.

Canada is increasingly allowing private medicine with fee for service creep into the system. I think this is a good thing. The main thing is to have a safety net for the truly indigent and marginalized. If I can't agree to a collective ethic to ease the suffering of my country people, then I am a piss poor citizen and a piss poor human being in my ever so humble opinion.
