I get the impression that you are logic impaired.

Long before sulfur limits on refined products went into effect, Chevron met these standards. Chevron had to roast the sulfur out of their crude oil before it is refined to avoid damaging their catalysts. So for Chevron, a change in sulfur limits affected the price of all refined products -- and those costs were incurred a few years ago.

If sulfur limits for refined products were lowered in America, even you must find it peculiar that this has affected only the price of Middle Distillates, and only in certain areas -- areas where the U.S. military has its fuel supply contracts for jet fuel or diesel.

Many "analysts" have pointed to the high number of diesel cars in Europe to explain the run-up in high middle distillate prices in Europe. Yet Europe has long had a higher percentage of diesel cars. But diesel prices in Europe didn't spike up, over the price of gasoline, until the U.S. military had to buy European diesel to supply their operations in Iraq.

I think you're just playing the clown to amuse yourself.
