FEMA managed the evacuation. They worked with the states and the local government to see that it was done.

The author of that article is wrong about it being illegal to declare a federal emergency before the states ask for help. And Clinton wasn't even the first to do it. So I'd be careful about his analysis. Was the evacuation for Floyd a mess? No doubts about that one. It was something that had never been tried before. Did it save lives? No way to tell. But, as you suspect, it was the driving force behind the contra-flow lane arrangement. I remember arguing they should do that after evacuating Galveston a few time. Anything that reduces the grid lock is a good thing, because that is yet another reason people use to avoid evacuating.
