I have some firsthand experience of this.

I was at a conference in NO in 1989, and on a day off hiked up to Lake Pontchartrain. I took my bathing suit, but a guy on the beach said "no way".

I could see why. The water was kind of a different greeny-blue and you could also see the refiners and chemical plants lined all around the lake.

You see the TV shots of them pumping some of that water?

p.s. 1989 was a drought year for the Mississippi, but it was still kind of freaky hiking to the top of a levee and seeing the level of the river above the level of the city on the other side.
