"Why is a 17.8 percent poverty rate now considered so much worse than a 19.7 percent poverty rate from 1993 to 2000?"

Figures lie and liars figure.

Because the 19.7% is an average over the whole 8 years, the first few were the recovery from Bush41's recession. If you look at the last 4 years of Clinton's administration, you will probably see a lower poverty rate. Not that you have a prayer at actually understanding that...

From 1993 to 2000, when Bill Clinton was president, the poverty rate averaged 19.7 percent. From 2001 to 2004, when George Bush was president, the poverty rate averaged 17.1 percent. At 17.8 percent last year -- the third year after a recession -- the poverty rate was still well below the 18.9 percent of 1998, the seventh year after a recession. In other words, recent poverty rates are comparatively low.

What buttheads you all are....so transparent it causes me to projective vomit every time I read the spin coming out of your keyboards. Why doesn't your hero give us the poverty rate at the end of Clinton's term where it showed vast improvement from the rate in 1992 when Clinton took over from Bush I? And why don't you show us Bush II's starting rate and the current rate.......you will see a nice reversal from the progress the rate made under Clinton.

There is only one group of people Bush has been good for.....the rich and people who throw dead bodies from a cemetary into a forest to make room for new dead bodies.<end of story>
