Sure. In general, you would expect a day, maybe two before aid arrives. Given that you don't want to run up against margins and allowing for people who don't bring anything, say 3-5 days. Bring in the MREs for emergencies.

But FEMA claims to've had positioned supplies and personel, like they always do. What happened to that? Houston was sending busses to the Superdome late Wednesday and early Thursday, yet FEMA wasn't able to get anything there until Saturday? What's up with that? In Bryan/College Station there still are 20 tractor trailers full of medical supplies and rescue equipment, ready to go on a moments notice, which never came. They could have been there in about 10-12 hours. The Bataan sat out there with a bunch of MREs, and the Bataan never got any orders to do anything until Sept. 2.

Yeah, whatever yoyo made the decision to keep the Red Cross and Salvation Army out of New Orleans should be buffing his resume. But we don't know if that person was a local. Remember that the state DoHS works with the federal DoHS in an emergency. It is just as likely, if not more so, that it was Brown or one of his other unqualified political appointees that made the decision.

The state official that wouldn't allow those volunteer sheriffs to help out because they haven't been deputized should be due for a career change.
