So you'd prefer the poor loot rather than hold low-paying jobs while helping to rebuild the city. I disagree, but ok.

This would naturally tend to keep the unskilled poor out of the rebuilding process at a time when man-power is needed. I don't like what the results of your plan would do to the poor, compared to the working start they will be far more likely participate in otherwise. Folks are willing to hire the unskilled poor...but if the wage must be as you wish, they'll hire the already skilled in their places (even if they have to search far and wide for them).
