It's not about smart or a lottery, the land should be returned to its rightful owners, namely the tribes, and put under the jurisdiction of the chiefs, as previously. Then, when or if the tribe wants to donate/award the land to individuals, it (the chief) can do it. One step at a time.

It's a very contentious issue because no tribe will accept anyone, certainly not any black except a member of that tribe, living on land it regards as belonging to it -- other, than it would seem, the white farmers. In SA, the tribes and the chiefs are still very important but this, of course, is never mentioned in the socialist international press which regards only the white colonialists as the problem in Africa.

Just like the US, SA is still living in the Dark Ages.
