Maurice Re: "Helen" Is your Helen Clark retiring? If so, you need to find a good solid libertarian (even a religious one would do <g>) to take her place. I don't know much about your Helen but from what little I have read about her, she is down right scary as a national leader. We have our Hillary (who is scary enough in her own right) but despite the hype I don't think it likely she will ever advance beyond US Senator. If the unthinkable happens, look for a War Between the States Act II with a race between the states to be the first one to leave the union. Hillary as Lincoln, thats a funny thought.

Fixing up cars involves liability stuff etc - for his own car(s) he's already thinking of building in a pre-heater or whatever.

Just mixing the brew is a different story of course, but the the profit is a linear function of the amount of diesel plunked in: Vegetable oil @ 0.30€ / l + C * diesel @ 1.25€ / l

Re refineries etc - it's not NBL we're talking about, it's the kiddy league stuff ("1. clean the drum 2. fill it 60% with oil 3. top off with diesel, 4. switch the board to "we're open") , revenues possibly in thousands, but no millions per month.
