What do you base your "we turn up higher soon" opinion on? With the dollar near lows of the last few years and the infusion of capital for Katrina and Greenies going away party the dollar may break its previous lows. Where will that send the market? True- NDX does tend to lead the market up but surely there's other cases for a bull.

1290 was never a "target," 1290 is where the up spiral goes vertical... you really don't understand how the spiral is applied, but that's okay too...
