While tracking back this comment I realized I screwed up and that there were four essays by McArdle not three, that I ought to have brought over. Your point that "robust social networks" was a good one. I took it to mean networks that lacked good role models, but your definition, a lack of skill and knowledge, is even better. Thanks.

Key word is robust. When your social network lacks resources or strength, and offers no motivation or push to move upward, it becomes a trap. When a gang is your social network, you get the opposite kind of pressure. The large family firmly entrenched in the system often hasn't the ability to envision the path out or the resources to promote it.
You said it--Skills and knowledge to make a difference= robust.
