Nagin wasn't perfect, but he wasn't bad. 80% evacuation is very good. FEMA manages major hurricanes every year. New Orleans hadn't had a major in what, 30 years? And Nagin never managed a hurricane. When it comes to hurricanes, Nagin is an idiot and FEMA is a genius, at least that is the presumption.


Considering its New Orleans, Nagin is damn good. In another city, he might be just average but knowing now what I know about conditions in NO before the hurricane, NO got lucky getting him.
