And Nagin never managed a hurricane. When it comes to hurricanes, Nagin is an idiot and FEMA is a genius, at least that is the presumption. Considering its New Orleans, Nagin is damn good. In another city, he might be just average but knowing now what I know about conditions in NO before the hurricane, NO got lucky getting him. ted
