Yes, JD, you make a good point.

In large part many of the richest of the rich mitigate or otherwise finds means to avoid taxes on their estates... often by utilizing trust structures (which would remain totally legal and viable under all proposed changes to the estate tax system).

Still, I can easily think of many classic examples where LARGE estate taxes were paid --- and estate taxes still raise a not-inconsiderable amount of federal and state revenues, so it would be *incorrect* to make a blanket claim that they 'don't pay estate taxes' at all.
