How can I make that easier to understand? I understand what you're saying. I just don't give it any credence. For the reasons given, repeatedly, and in an many different ways as I know how. You've conflated the pieces of a very complicated management effort and come up with a simplistic mantra about the locals not having the wherewithal to handle a disaster themselves, which in itself is unarguable, but merely an eyelash of the elephant. Well, at least no more than an eye.
