Tonto, The article states that some of the people died before the hurricane struck, and that some of the people died waiting for evacuation (I assume that some of the people who died waiting for evacuation, would have died anyways), and that some of the dead might even be people from the surrounding neighbourhood who sought refuge at the hospital.

do you understand that some is not absolute? Reread the article. Hope that helps.

Nowhere does the article state (as you do) or even imply that the dead included people that were left behind by incompentent managers.

What lousy hospital managers...leaving patients behind?

The fact that an uncounted number of dead people being left to float and bloat and rot in the heat (some being eaten by rats, dogs and 'gators) is bad enough. Why do you feel the need to make stuff up?
