They might not all be so 'weak' in opposition.

The 'Contract with America', attempting to commit their course to something like what Reagan promised, but never was able to deliver: balanced budgets and smaller, less intrusive government, and also playing off of the huge anti-government, anti-deficit spending noise Ross Perot raised... is what gave them a spine, and a rationale for opposing a Democratic White House.

I'd argue that GRIDLOCK would ACHIEVE MUCH: big spending plans from *both* Parties would be stimied.
