Thomas Jefferson said all are created equal in the Declaration of Independence. Not all agree, but I believe the "Declaration of Independence" is a legal document.

The Ratification of the Conventions of nine States, shall be sufficient for the Establishment of this Constitution between the States so ratifying the Same.
