I agree about the New Orleans angle, and have for years. I watched a documentary by James Burke whilst in high school in the late 70's, based on his own book, "Connections." One quote from his book seems apropos:

You can make all the plans you will, plot to make a fortune in the commodities market, speculate on developing trends: all will likely come to naught, for "however carefully you plan for the future, someone else's actions will inevitably modify the way your plans turn out."

In the documentary, he went through the chain of events which would transpire in a total breakdown of infrastructure, which is probably twice as complex/integrated today as when he penned his book. In his digression, the bottom line was the ability to get food and water.

Way OT, happened to spot a discount copy of "Lord of the Flies" at the University Bookstore at lunch. Very tempted to read that again.
