I agree with the sentiment, but I think it's more precise to say that a system of government can have republican and democratic elements at the same time. Which is the case of the US.

Certainly I believe, as Jefferson did, that rule is legitimate only if by consent of the governed. So we have democratic institutions such as elections, but a triumvirate republican government that prevents the passionate ups and downs that a democracy would experience. Such as:

Also, note that Article IV of the Constitution says that each state has to be a republic, too.
