I think it's just Delay's way of flipping the bird! To his credit, it's a little cleverer than ACTUALLY flipping it, like the chimp. Delay has to be the biggest asshole in DC, and proud of it!

You are looking at this wrong. DeLay doesn't have a low IQ, he suspects that most people do.
