Because the area surrounding the Superdome and Convention center was flooded along with the city's buses Nagin refused to use.

That area was not flooded. There was some water on Canal Street and that's it.

And you never answered my question........assuming that Nagin used those school buses and assuming the people would go, where do you think he could have taken them? Most didn't have money for motels and the shelters upstate were filled with locals from the area.

You should look at a map.
The New Orleans convention center was on a major road just a few blocks from the bridge to higher drier ground.

So why were the thousands of people confined to the convention center?
