Asked if that meant the government was running at peak efficiency, Mr. DeLay said, "Yes, after 11 years of Republican majority we've pared it down pretty good."

The democrats whine all the time. The Katrina spending will be high. DeLay asked for any cuts to offset the spending. None were volunteered. Therefore DeLay must assume Congress is running at peak efficiency since no congressman would volunteer any cuts to be made. And I don't have a degree....
